Lying in State or in Honor (RBG and Rosa Parks)

The Rotunda of the U.S. Capitol has been considered the most suitable place for the nation to pay final tribute to its most eminent citizens by having their remains lay in state (in the case of government officials and military officers) or in honor (in the case of private citizens).
I looked this up because I was confused. I drove to DC many years ago to pay respects to Rosa Parks at the Capitol Building so I was wondering why the news kept reporting that RBG was the first woman to lay in repose in the Cap Bldg.  Anyway, this clears up the question I had.
