As of the last GOP debate, Trump didn't have a plan.
“What is your plan, Mr. Trump?” asked Rubio. “The lines around the states,” Trump feebly responded. When Trump was asked if his plan had any other provisions, Trump said “no, there’s nothing to add.”
Less than a week later, Trump has a plan.
According to Forbes:
The Trump plan, such as it is.
1. Completely repeal Obamacare, including the individual mandate.
(The Donald has previously insisted that he likes the individual mandate, and that he is opposed to Medicaid reform. If he has changed his mind in the last week, great, but we have no assurance that he won’t change his mind again.)
2. Buy insurance across state lines.
(That was his entire plan as of last week)
3. Exclude all health insurance premiums from taxation, not just employer-sponsored insurance.
(Trump’s proposal to exclude all health insurance purchases from taxation is a terrible idea. The principal reason why health care is so expensive in America is that we heavily subsidize its consumption through the tax code and through entitlement spending, to the tune of $1.8 trillion a year.
Trump’s proposal would make health care even less affordable than it already is, and has the potential to significantly increase the deficit. Spending on Medicare would increase by at least $800 billion over the next decade. The tax changes could increase the deficit by another trillion or so.
The end result of Trump’s proposed changes would be far fewer people with health insurance, and far costlier health care: precisely the opposite of Trump’s goal of “covering everybody” and reducing costs.)
4. Allow individuals to use Health Savings Accounts
(Individuals in the U.S. are already allowed to use Health Savings Accounts)
5. Require price transparency from all healthcare providers
6. Block-grant Medicaid to the states
7. Allow U.S. consumers to buy drugs from overseas
(Trump has claimed he would “save $300 billion a year“—which is about what we spend each year on drugs—by having Medicare negotiate drug prices.)
Notice anything missing?
Not one thing about Pre-Existing Conditions.

NB: On 60 Minutes in September, DT was all for for a universal health care entitlement, promising that “I am going to take care of everybody” and that “the government’s gonna pay for it.”
Sounds a lot like Socialism.

WASHINGTON -- Twenty million previously uninsured people have gained health coverage since the Affordable Care Act became law in 2010, President Barack Obama said during a speech in Milwaukee Thursday.
Obama's announcement was based on a report the Department of Health and Human Services published the same day, which found 17.7 million working-age adults became insured between the beginning of Obamacare's first enrollment period in 2013 and the close of this year's sign-up campaign last month. The department estimates 2.3 million adults under the age of 26 got covered through the law's provision allowing young adults to remain on their parents' policies.
