He shared his "thought" with honorary Trump U grads collectively known as FOX and Friends.

Here's what "the thinker" came up with  (most likely while sitting on his porcelain throne grunting and expelling gas).

WHY HAVEN'T WE FOUND A WAY TO TAKE AWAY THEIR (TERRORISTS) ABILITY TO USE RADIOS?

Yes, why hasn’t our government figured out how to prevent people who have the proper equipment from communicating with one another over unlicensed spectrum in foreign countries?
