House passes funding measure as government shutdown looms

- The Senate is voting on a last-minute measure to avert a federal government shutdown. The spending bill passed through the House earlier with bipartisan support.

- The Republican bill evolved rapidly this morning. Democrats reviewed the language and then overwhelmingly supported the measure. It needed support from two-thirds of House members to pass under an expedited process.
