“When you voted for this new majority last November, the Senate was a mess.
Some thought the Senate could never be cured of its dysfunction and its gridlock,” McConnell said during the GOP’s weekly address. “But the new majority you elected didn’t agree. We believed the Senate could be restored to a place of high purpose again, and we’ve made great strides over the past year proving that it can,” he added.
Here's the list: a multi-year highway bill; legislation reforming the No Child Left Behind Act; a veterans’ health bill; the Justice for Victims of Trafficking Act; a cybersecurity bill; an end to the oil export ban; and fast-track trade authority for President Obama.

Even leaving aside the question of causation, key statistics show that the economic recovery was under way well before September, which is our best estimate for when the "expectation" of a GOP Senate solidified. We rate the statement False

The Keystone Pipeline....
The Senate has failed to pass a bill that would override Barack Obama’s veto of the Keystone XL pipeline, in a victory for environmentalists who oppose the controversial project.
The Republican majority, led by Senator Mitch McConnell, set up a cloture motion attempt to defeat the president after he vetoed a bill approving the pipeline in January. The measure failed by 62 votes in favor and 37 against.
